Warrensburg man fights wrongful imprisonment that “destroyed his life”

COLUMBIA, Mo.— A Missouri man at the heart of a state Supreme Court case that overturned what critics called modern-day debtors’ prisons is suing the local officials who put him there.

Lawyers for 65-year-old Warrensburg resident George Richey sued St. Clair County officials Tuesday. Richey is one of two Missouri men who sued over boarding costs for time spent in county jails. Those are commonly referred to as board bills. Supreme Court judges last year ruled unanimously that while inmates are responsible for those costs, judges cannot send people back to jail for not paying. Richey says his unlawful imprisonment destroyed his life.

George Brown “G.B” Sams

George Brown “G.B.” Sams, 94, of Excelsior Springs, died Tuesday, March 24, 2020, at Excelsior Springs Nursing and Rehabilitation Center, surrounded by his loving family.

G.B. was born on October 27, 1925, in Gallatin, the son of George W. and Mable (Brown) Sams. He was united in marriage to Lois “Frances” Pierson of Excelsior Springs on May 16, 1948; she preceded him in death on November 24, 2017.

Survivors include: two sons, Everett Sams (Kathy) and Roy Sams (Sherry) both of Excelsior Springs; three daughters: Juanita Shepard, Sharon Clevenger (Ron) and Brenda Bickford (Mark) all of Excelsior Springs; 16 grandchildren; 56 great-grandchildren; 11 great-great-grandchildren; and sister, Rosalie Hunt of Excelsior Springs. Many nieces, nephews, extended family, and friends also survive.
He was preceded in death by his parents, wife, daughter, Phyllis Elliot, great granddaughter Adelyn Rose Sams, brothers, Everett, Gerald, and Jack Sams, sisters, Mary Erbes and Martha Leathworth, and son-in-law, Terry Shepard.

G.B. was a lifelong farmer, along with his wife of 69 years; their farm was located south of Excelsior Springs. G.B. always said that at age 7-8, he and his brother Jack were already farming more ground than most farmers in the area. For over thirty years, they ran a Grade-A dairy farm and sold their last cow in July of 1986. G.B. was a devoted husband and father. He loved babies and they loved him; he had a way with young children. G.B. could be ornery and loved playing practical jokes; he had a great laugh. Some of past times include: hunting, especially coon hunting, arrowhead collecting, and going to auctions. G.B. was of the Christian faith and attended the Rayville Christian Union Church.

The family suggests memorial contributions be made to the donor’s choice. They can be left at or mailed to Thurman Funeral Home, 507 East Main Street-P.O. Box 190, Richmond, MO 64085.

George Willard Vincent, age 88, a resident of Cameron, Missouri, passed away on Thursday, July 23, 2020, at Redwood of Cameron, Cameron, Missouri.

George was born the son of Orval G. and Nellie (Pittman) Vincent on November 8, 1931, in Marceline, Missouri. He worked in maintenance at the Kearney Truck Plaza, Kearney, Missouri, for 20 years. George also worked for General Mills, Albert’s Milling and owned and operated his own trash service for many years.

Survivors include five sons, Roger Vincent, Larry Vincent, David Vincent, and Billy Vincent all of Excelsior Springs, Missouri, and Terry Vincent and wife Katrina of Kansas City, Missouri; one daughter, Judy Firth of Hamilton, Missouri; four grandchildren; seven great grandchildren; two nieces; and two nephews. He was preceded in death by his parents; one brother, Harley Vincent; and one sister, Lola Mirick.

A graveside service will be held at Fairview Cemetery, Kearney, Missouri, on Friday, August 7, 2020, at 10:00 a.m. There is no scheduled visitation. Memorial contributions may be made to the Fairview Cemetery and may be left at or mailed to Lindley Funeral Home, P.O. Box 47, Chillicothe, Missouri 64601. George “Ellis” Shifflett

George “Ellis” Shifflett, 77 of Linneus passed away Wednesday, July 21, 2021 at Morningside Center in Chillicothe with his family by his side.

George Ellis son of George Anthony Shifflett and Lydia Louisa Gillespie Shifflett was born May 4, 1944 in Brookfield. Ellis was raised on a farm; he enjoyed farming, checking his cattle, his cats, gardening, and fishing. He loved his look at his John Deer magazine, listening to the cooking show on the Trenton radio station, and spending time with his family and friends.

He is survived by his several cousins and friends.

George Ellis was preceded in death by his parents, and a sister Shirley Mae Clinefelter.

Visitation will be from 12:00 pm. to 1:30 pm. Saturday, July 24, 2021 at the Rhodes Funeral Home, Brookfield, MO. Graveside Services will at 2:00 pm. in the Pleasant View Cemetery, St. Catharine, MO; with Pastor Bob Kimmis officiating. Burial will follow in the Pleasant View Cemetery. Polo man accused of rape in Ray County

RAY COUNTY, MO – A Polo man accused of rape in Ray County is the subject of a warrant issued Wednesday.

Court documents name Bailey George Heil as accused of an unclassified felony for rape or attempted from March 2019.

Heil was released on his own recognizance with special conditions. Further court dates are pending.

George Merton Gooch

United State Navy Sailor George Merton Gooch, age 22 from Laclede, Missouri; was killed in action during World War II on the Battleship USS Oklahoma when the Japanese attacked Pearl Harbor on December 7, 1941. At that time George was declared dead while missing in action or lost at sea. His remains were identified on September 14, 2020.
At 1:00 pm. Saturday, October 9, 2021, George Gooch will be laid to rest in Laclede Cemetery in Laclede, Missouri with Full Navy Military Funeral Honors conducted by the United States Navy. Services are under the direction of the Rhodes Funeral Home, Brookfield, MO.
George Merton Gooch was born to Linn Gooch and Hulda Mae Alexander Gooch on April 23, 1919 in Purdin, Missouri. George was a 1937 graduate from the Laclede High School. He had six other siblings, Hermia Vasiel Gooch Malloy, Reba Lucille Gooch Peters, Wallace Linn Gooch, Alexander Jenkins Gooch, PVT Eugene Clark Gooch, and Eunice Fern Gooch Catlin.
In 1939 he joined the United States Navy. At about 7:48 am December 7, 1941 the Imperial Japanese Navy Air Service conducted a surprise military strike against the United States at the naval base in Pearl Harbor, Hawaii. The battleship USS Oklahoma was one of the first ships to be attacked. The ship was torpedoed and was capsized. Gooch was killed during the attack. At the time of his death, George was awarded the Purple Heart and was ranked Petty Officer Third Class and his specialty was Electrician’s Mate Third Class.
In 2015; the Department of Defense and the Defense POW/MIA accounting agency initiated a program to identify the unidentified sailors from the Battleship USS Oklahoma by match their DNA against the DNA of family members. Through these methods, George Merton Gooch was identified.
